Is it legal for underage girls in Ontario than topless? It is illegal because it was considered child pornography. A five year old topless on the beach and playing in the water with her parents from a creeping shots of topless children per year in five different years, and then photography is a tribute to her nakedness always go home to their joy at the same time fantasizing about girls and perhaps together with their friends online, then cool fun too.
Because they are minors. Children and adults are two different ball games.
